Governor of Zambales Says Chinese Military Present in there Province


ZAMBALES, Philippines – The governor of Zambales claims that the Chinese military are already occupying the Philippines in the mountains of Sta. Cruz.

Gov. Deloso also claims that missiles are already stationed in the mountainous regions of the province.

As tension over the West Philippine Sea (formerly known as the South China Sea) continues – the claims that the Chinese have already inundated the mainland via a dummy corporation is the stance behind Gov. Deloso’s statement.
Deloso, in a conversation with Manila Bulletin, said that the Chinese military has occupied the areas around Sta. Cruz and that the United States Navy has a warship watching the area since the unfavorable ruling against the communist country at the Hague Tribunal.

Deloso also told the Manila Bulletin that the Chinese military has allegedly occupied a mountain area in Sta. Cruz municipality where their missiles are supposedly stationed. That area is said to be a total of approximately 500-hectares and was sold to the Chinese by former Gov. Hermogenes Ebdane, Jr.
Gov. Deloso said that “Pinagbili nila (Gov. Ebdane) sa Chinese and tatlong bundok at nakabuo sila ng 500 na hectare of island at dyan ngayon na-station ang missile ng China kaya binabantayan ng American warship yan lalo na’t naging pabor sa atin ang ruling ng arbitration court (They sold it to the Chinese – three mountains that compose a 500 hectare island area where they have stationed their missile; that’s why an American warship has been keeping an eye on it since the ruling favorable to the Philippines by the arbitration court).”
The governor also noted that the Chinese have already established themselves on Panatag (Scarborough Shoal), because there is a huge resource of oil sitting underneath it.

Reports show that three Chinese conglomerates operate in the same municipality as the governor claims – those three conglomerates operate five small-scale mines through Filipino dummy corporations. Those three include:
*Jiangxi Rare Earth & Metals Tungsten Group
*Wei-Wei Group
*Niaho Mineral Resources Inc.

Zambales soil used in Chinese construction activities in Scarborough

According to incumbent Zambales Governor Amor Deloso, he claimed that the soil and other materials used by China in constructing the reclamation projects in Scarborough Shoal, known locally as Bajo de Masinloc, came from his province Zambales.

In an interview with Radyo Inquirer, Deloso said that three mountains in the province were the sources of the materials used in the reclamation project in the disputed territory. The governor hit his forerunner Hermogenes Ebdane for supposedly allowing the selling of soil and boulders to China. “Siyempre may kumita diyan, imposibleng wala, hindi naman hahakot lang ng hahakot ng lupa kung walang ibinabayad (Of course, there were people who benefited from the selling, it would be impossible if there were none, they won’t get soil if there was no payment),” said Deloso on Tuesday.

The provincial chief executive said that at first, massive boulders from Zambales will be shipped to the shoal and then thrown into the sea to serve as the bedrock. Palace: SC ruling on EDCA to boost military modernization

Malacanang expects the Supreme Court’s (SC) decision upholding the legality of the Enhanced Defense Cooperation Agreement (EDCA) can further boost the capability of the armed forces and contribute to its modernization.

“We likewise remain confident that through this military cooperation, we would improve our joint humanitarian assistance and disaster relief efforts,” Presidential Communications Office Secretary Martin Andanar said in a statement The SC on Tuesday ruled with finality that the EDCA between the Philippines and the United States (US) is constitutional. The agreement aimed to bolster ties between the two countries, particularly in military cooperation.

EDCA was signed in April 2014 during the official visit of US President Barack Obama in Manila. “The Supreme Court is the final arbiter of our nation’s disputes,” Andanar added.

Recto seeks longer validity period of car registration and driver's license


Senate Minority Leader Ralph Recto is mulling the inclusion of extending the validity of the motor vehicle registration in his proposal to make the driver’s license valid for five years, a move in line with President Rodrigo Duterte’s call to unburden the public when it comes to government documents. Citing public clamor especially on social media, Recto said he “finds merit in some proposals to include certain types of motor vehicles” in his Senate Bill No. 271, which aims to make the nonprofessional driver’s license valid from the current three years to five years.

He said the registration of new private vehicles, not those for hire, should be valid for up to four years instead of the current three, and renewals should not have to made annually thereafter.

“The registration can be done every two years, from the current yearly,” Recto said.
If approved, this would “spare car owners from making an annual pilgrimage” to offices of the Land Transportation Office, often plagued by long queues.

“This yearly requirement to register is an almost 100-year-old rule. Many new developments—in technology, engineering, legal rules—had happened since,” he said.

Public utility vehicles must not be included in the extension grant as these for-hire cars should undergo “annual inspection and registration on reasons of public safety,” Recto said.

“Perhaps if it’s a gravel-and-sand hauler or a school bus of kindergarten kids, it would need yearly inspection and registration,” he said. Recto said he would consult “law enforcement agencies, motoring associations and other stakeholders” about his proposal.

There are an estimated eight million registered motor vehicles in the country, with motor vehicles making up half of the count. The regular registration is expected to earn the government P14.5 billion in fees this year, said Recto.

Bilibid Will Be Clean In A Few Days - Aguirre

Justice Secretary Vitaliano Aguirre II is optimistic that it will do what the previous administration failed to do, make New Bilibid Prison contraband free, and he is confident that in few more days it will be done.

“Given a few more days Bilibid will be cleansed of this contraband,” he said.
Last week, Aguirre along with PNP chief Ronald “Bato” Dela Rosa welcome 300 SAF troopers that will takeover the Bilibid prison and they started to wipe out the contraband that were still hidden in prison cells.

Dela Rosa also faced high-profile inmates like Herbert Colangco and Peter Co who are allegedly run the place.
Aguirre said that the SAF has been conducting daily raids of the cells of the inmates and have confiscated contraband including more than half a million pesos, illegal drugs, mobile phones and weapons.

Because of these daily raids, Aguirre believes that the NBP will finally be cleansed.

BREAKING NEWS: President Duterte Signs EO on Freedom Of Information! MUST READ!


Freedom of Information is finally happening. Last Sunday morning, Presidential Communications Office Secretary Martin Adanar announced that President Rodrigo Duterte signed an executive order (EO) on Freedom of Information on Saturday night after meeting with the Presidential Legal Counsel Secretary Salvador Panelo, Executive Secretary Salvador Medialdea, and Undersecretary Jesus Quitain.

Quoting from Adanar's statement, he said "We are now holding a final copy of an EO on the FOI... After 29 years and only 25 days of President Rodrigo Duterte, this is already a record breaking speed of a cornerstone or milestone or landmark executive order being signed," 

Adanar shared some history by saying that the first resolution for the FOI was submitted by the late senator Raul Roco 29 years ago. 

“On the first day of President Rody Duterte on June 30, we already pushed for the executive order on the Freedom of Information. There were substantive pushing and pulling additions to this executive order for a more transparent executive branch of government and there is no planned timing of signing it yesterday,” he said.

However, this FOI applies to the executive branch only. All of the offices under it is expected to provide access to information, official records and other public documents. 

Stated in the EO: 

"This order shall cover all government offices under the Executive Branch, including bot not limited to the national government and all its offices, departments, bureaus, offices, and instrumentalists, including government-owned or -controlled corporations, and state universities and colleges. Local government units are encouraged to observe and be guided by this Order," 

"Every Filipino shall have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for public-development,"
Anyone who wish to gain access to these information should wait for not longer 15 days. 

“The person who requests for information shall write a letter to the authorized personnel that is duly assigned by the head of the agency. The head of the agency shall review the letter, and if there [are] no questions with the request, then the person assigned should give the information not longer than 15 days,” he said.

Meanwhile, the FOI bill is yet to pass in the Congress. When asked about this, Adanar said: 

“Congress is an independent branch of government and the President believes on the independence of independent branches of government. The most important fact here is the FOI is not only limited to the media, but the FOI that is inclusive to the rest of the hundred million Filipinos who would want to extract and know vital information running the government,”

Alvarez to Files Petition in Congress: 'Investigate De Lima's Connection on Drug Lords'

Trillanes calls President Duterte a 'mentally ill'

“How do you deal with ‘lunatic’ president?” was the question posed by Senator Antonio Trillanes during the confirmation hearing of almost 200 military officials on Wednesday. The senator is worried about how the military would handle the situation if President Rodrigo Duterte would use and abuse the power given to him.

He also reiterated during the hearing that the Armed Forces shall serve as the protector of the people and the state, and that there are actually practical applications of that. He asked AFP spokesperson Brig. Gen. Restituto Padilla a hypothetical question: “If the Commander in Chief the duly elected president would ask, out of a whim, the military to shoot all the civilians, what would now be the action of the Armed Forces in case such an order is given?” Padilla rebutted that the situation already happened during the first people power revolt in 1986, which ultimately lead to the expulsion of the then president. “Based on history, the military never fired a shot because within the ranks of military leadership, a serious debate was conducted,” he explained. The spokesperson also made it clear that all situations would be dealt with on a case to case basis. “Because Edsa II happened also and the leadership of the Armed Forces withdrew their support against an incumbent president or a duly elected president,” the senator said, referring to another people power that aimed to overthrow former president Joseph Estrada. “So it’s clear to the Armed Forces in case you have a lunatic for a president in the future—it’s just a hypothetical situation—who will now use and abuse the power given to him and assume that the Armed Forces will just follow every order given to them. So it’s reassuring to hear that, sir,” Trillanes further explained.

Prior to this, Senator Gringo Honasan has asked Padilla if they understand fully well that the military that they were not a “Praetorian Guard” of any administration. Padilla replied that, “it’s very clearly enshrined in the Constitution and written clearly to our understanding.” Padilla also cited the recent election is a situation wherein they manifested their understanding of what is in the Constitution. “We said we were nonpartisan and we support the will of the people and we protected the ballots that were cast so our duty is not merely to a certain individual or personality but our duty is entirely to the whole country and its citizens.”

MANILA (3rd UPDATE) - President Rodrigo Duterte has signed an executive order (EO) implementing the Freedom of Information (FOI), Malacañang announced Sunday.

Presidential Communications Office Secretary Martin Andanar said Duterte on Saturday approved the EO which provides for full disclosure of government records and transactions.

Under the order, Andanar said, "Every Filipino shall have access to information, official records, public records and papers pertaining to official acts, transactions or decisions as well as government research data used as basis for public development."

Andanar said the order will cover departments and line agencies under the executive branch, including government-owned and -controlled corporations and state universities.

"Local government units are encouraged to observe and be guided by this order," he added.

About 3,000 invitations have been sent for the SONA that will be attended by top politicians, diplomats, and former presidents, except former president Benigno Aquino III.

The day will begin early at 8 am with breakfast for members of the House of Representatives and the Senate at the Speaker Nograles Hall.

At 10 am, the lawmakers will proceed to the plenary hall to mark the beginning of the 17th Congress’ session.
The House Speaker, Majority Leader, Minority Leader, Deputy Speakers, Secretary General, and Sergeant-at-Arms will be elected at this time.

Davao del Norte 1st District Representative Pantaleon Alvarez, eyed as the next House Speaker, will host a lunch at the Speaker’s Social Hall at 12 pm.

All guests for the SONA are then expected to start arriving in the early afternoon because they are required to be inside the plenary hall by 3 pm.

Duterte will then enter the Batasang Pambansa, but he will no longer be welcomed by a large group of lawmakers as per tradition. He will instead be greeted at the entrance by Alvarez and Senator Aquilino Pimentel III, presumptive Senate President.
Also departing from tradition or common practice, guests attending the SONA are expected to come in simple business attire.

Incoming Senate Majority Floor Leader Senator Vicente Sotto III and House Majority Floor Leader-to-be Rudy Fariñas, also Ilocos Norte 1st District Representative, will escort Duterte inside the plenary hall.

Singer Bayang Barrios will be leading the national anthem.

The President is expected to speak at 4 pm about his war against crime and drugs, his plea for peace, his legislative agenda, and other priorities during the SONA. The event will end with cocktails at 5 pm. – Rappler.com

Petition to declare Carlos Celdran as Persona Non Grata in Cebu has started

Carlos Celdran, a cultural activist, a social media user and a known critic of Duterte is under fire after he left a comment to an online image of the Sto. Niño whose face was edited to that of Pres. Rodrigo Duterte. The altered photo was posted on Facebook by a Max Namara.

Netizens lambasted Celdran and Namara because of his unsolicited comment "Pwet Señor" on the viral photo, in an apparent rant against the devotion of supporters to the President. Now, a petition is circulating online which states declaring Carlos Celdran a Persona Non Grata in Cebu. The petition says, "In his comment, Celdran not only made fun of Sto. Niño's image but also made fun of the famous Cebuano chant "Pit Señor," which means to "call upon the Holy Child," by posting "Pwet Señor." Cebuanos say "Pit Señor, Viva Señor Sto. Ferdinand Marcos Sr. ililibing sa Libingan ng mga Bayani

The remaining parts of previous President Ferdinand Marcos Sr. will be exchanged to the Libingan ng mga Bayani inside the year, over two decades after it was taken back to the Philippines, Bong Bong said. Representative Ferdinand "Bongbong" Marcos Jr. said he and President Rodrigo Duterte have achieved an assention for a saint's interment.

"The dialog was exceptionally casual however we're looking at it on September 2016." President Duterte has been vocal about his arrangement to cover Marcos at the Libingan ng mga Bayani in Taguig in spit of reaction from human rights gatherings and Martial Law casualties. He said the late FEM have been a warrior amid the Japanese control of the Philippines.

Marcos' remaining parts were taken back to the Philippines in 1993, four year after he passed on in Hawaii. It has subsequent to been put in plain view at the family's tomb in Ilocos Norte.

Former Lanao Del Sur Mayor Arrested Because Of Illegal Drugs.


Still in adherence of the nationwide anti-drug campaign of President Rodrigo Duterte, another big personality has been arrested for possessing and trading illegal drugs. 

This time, the suspect is a former mayor of Maguing, Lanao Del Sur


The authorities searched the house of former mayor Johaira Abinal aka 'Mayora Marimar' in Brgy. Kauswagan, Cagayan de Oro last Saturday morning through a search warrant.

She was arrested together with her live-in partner Major Suharto Macabuat and nephew Sanny Santican after finding a .45-caliber Remington gun and illegal drugs resting in their houses.

She was allegedly supplying illegal drugs in Regions 10 and 11, CARAGA, ARMM and even Metro Manila.

In Santican's house were 21 packs of shabu and thousands of money inside her partner's bag. But both of them denied the allegiations.

Inday Sara to Resign As Davao City's Mayor? Find out the reasons why!


Being a Mayor and a First Lady of the President are not exactly easy. Inday Sara, the eldest daughter of President Duterte, who happens to be her rumored first lady and the incumbent mayor of Davao City, knows how perform

But the younger Duterte denied these rumor and said that she is not interested at all with the First Lady post. She also affirmed her constituents and said that she will concentrate on being their mayor. 

Earlier, the President already slammed the idea of having a First Lady and said:

"You know, it's better not to have a first lady at all. I am separated from my first wife, I have a second wife. Just to avoid, you know you can spin a lot of [stories], weave a lot of things there. Baka wala, 'di na ako mag-first lady," 

His first wife is Inday Sara's mother, Elizabeth Zimmerman, which is also the mother of his two sons, Paolo and Sebastian. It was year 2000 when the court officially nullified their 27-year marriage. He has now a common law-wife, Honeylet Avancena and has a 12-year old daughter with her, Veronica

Meanwhile, Inday Sara already onfirmed her attendance to his father's first State of the Nation Address. She quipped that it was the free accommodation and airfare that her father offered that convinced her to come. Her brother are yet to confirm whether they are going to attend the said event.

Duterte sends SR40M aid to OFWs stuck at Saudi Oger

RIYADH: The Philippine government has stepped in to help Filipinos going without pay at Saudi Oger with SR40 million immediate financial assistance.

Newly elected President Rodrigo R. Duterte sent a high-profile team that comprised Atty. Guiling Mamondiong, new chief of the Technical Education and Skills Development Authority (TESDA); Silvestre Bello III, labor secretary; and John Bertiz, Acts-OFW partylist Congressman.
“We are here to learn your real status and I don’t want to get doctored information ... Don’t be shy in telling us your problems,” Bello said at Saudi Oger on Friday. Bello arrived here Friday bringing with him the P500 million aid. Each OFW will get P20,000 (SR1,667) plus P6,000 (SR500) for his family back home.

“Do you eat three times a day?” Bello asked his compatriots. Looking at the embassy staff, he said: “We are not taking care of our heroes,” giving a clear message.
He said: “I am also here to convey the sincere thanks of the president,” he said. “Your landline vote gave the president victory.” The team also pledged to help OFWs’ children back home to continue their studies.

Speaking on his part, Mamondiong emphasized the important role of the TESDA in facilitating vocational and technical training to be conducted for the improvement of workers’ qualifications to raise their working status to a higher level.

“This is one of the reintegration programs being featured including livelihood and micro-businesses beneficial to the returning expatriates,” he observed, saying that the OFW must not return home without a job.

“The reaction of OFWs could have been described as the best gift and miracle that ever happened to them in their history as expatriates, when they received DOLE Secretary Bello together during the face-to-face dialogue with the Saudi Oger workers and Filipino community leaders, held at their camps,” said Saidali Malic, the Duterte Middle East Movement secretary.

He said, their happiness and relief could not be described upon hearing the good news from Bello that they are here for a special rescue mission to hear personally and sincerely address the controversial issues facing them for months without proper assistance received from the Philippine Embassy.
He continued that this is in addition to repatriation procedures, including their plane tickets, and legal assistance to claim their unpaid salaries and other entitlements. OFWs felt the sincerity of the government initiative and prove their worth of being modern day heroes after receiving this attention.

Other OFWs raised the important issue and urge the government to hire embassy officials who are Arabic speakers, and preferably from the OFWs themselves because they know and understand their concerns more than others.

A senior ISO system auditor, Gilbert G. Alarcon, at Dar Alriyadh Consultants said: “We cannot blame our host government for this unfortunate and unintended predicament as they themselves are greatly affected by their current economic recession.”

He said, transforming KSA from government-driven into a privately driven economy may be a sound solution but normally requires more time to implement. And the resulting vacuum is simply too much for all expatriate workers to bear, as it affects more than 11,000 Filipinos.

NAKATAKDANG bitayin ang tatlong Filipino na may kasong drug trafficking sa China – dalawang babae at isang lalaki – makaraang sentensiyahan ng Chinese Supreme People Court (SPC) ng naturang bansa, ayon sa Philippines Department of Foreign Affairs. Nabatid sa limang kinasuhan ng drug trafficking, tatlo ang pinatawan ng bitay habang ang dalawang Pilipino naman ay sinentensiyahan ng dalawang taong pagkakakulong .

“For three of the cases, after a thorough and serious review process, the SPC sustained the lower courts’ decisions, and the death sentences will be carried out in accordance to Chinese law,” batay sa ipinalabas na ulat ng DFA sa kanilang website. Inilarawan ng DFA ang mga sinentensiyahan na hindi pinangalanan: lalaki, edad 42, sa kasong smuggling, nakuha ang may 4,113 grams ng heroin sa kanya noong 28 Disyembre 2008, sa Xiamen; babae, 32, sa kasong smuggling, nakuha ang 4,110 grams ng heroin noong Disyembre, 2008, sa Xiamen; at isa pang babae, 38, smuggling, nakuha ang 6,800 grams ng heroin noong Mayo 24, 2008, sa Shenzhen. “As the public is aware, the Philippine Government has made sustained and exhaustive representations with the Chinese Government at all levels to seek mitigated sentences for all Filipinos on death penalty,” ayon pa sa DFA.
