Drilon’s Senate Bill number 11, or the “Transportation Crisis Act of 2016,” seeks to grant the new president “authority to adopt alternative methods of procurement for the construction repair, rehabilitation, improvement or maintenance of transportation projects aimed at reducing traffic congestion in Metro Manila and other major cities in the country as well.”
Drilon said in his statement, that given the terrible traffic condition in and outside the National Capital Region, emergency powers are already a necessity.
“The emergency power being sought for President Duterte will capacitate him in addressing the horrendous traffic situation within and outside Metro Manila,” he said.
“The emergency power is already a ‘necessity’ given the magnitude of the transportation crisis that not only impedes the mobility of people, goods and services, but also threatens the livability of our cities,” he added.
The senator’s bill is also seeking to centralize urban traffic management “to streamline the management of traffic” in the National Capital Region.
As mentioned in Quismundo’s article, the MMDA looks after traffic management in Metro Manila, but local governments within the metropolis make their own traffic regulations and field their respective traffic enforcers.
